‘Development’ emerged as an apparently innocuous enterprise and an innocent concept. But, with the progress of development policies and programs over more than half a century it has currently been viewed as a much-contested concept. This revised edition introduces the readers to some of the new ‘dimensions’ of development with particular emphasis on ‘revisiting’ the decentralization concept, a new rights-based approach to development, and a refreshing debate on ‘Development Ethics’. I take this opportunity to provoke the readers to sec and interpret ‘development’ much more critically than ever before, as globalization seems to make things more and more complex and disturbing. 1 shall be grateful for helpful responses from readers to move ahead in our quest for more critical discussion on development.
